Xi Jinping, Chinese president and
general secretary of the Communist Party, launched in 2012 a high-profile
campaign targeting party, government, military and state-owned company
officials suspected of corruption. The campaign has led to the investigation and
prosecution of hundreds of officials across the country.
The root of the problem lies in the
question – why do people accept bribes willingly? Some of them do because every
month they have the same figure on their payslip they are not satisfied with
and simply can’t afford a new Audi. Some of them might enjoy it. They feel
more important and the excitement they get makes them feel like
a big-league. Finally, there are people who had no option, they have lack
of money using most of the wage to pay mortgage and are thankful for a roof
over their head. Extra money are always welcome and moral principles left

CHINA’s most important political
event — the Chinese Communist Party (CCP) congress that happens once every five
years — opened this week in Beijing.
The congress will chart China’s
increasingly world-shaping trajectory for the coming five years. It will also
mark a sort of mid-term review for President Xi Jinping who, incidentally, wields
the politically vital position of general secretary of the ruling party.
Xi presides over the seven-member
Politburo Standing Committee, which is effectively China’s top decision-making
body. Changes of personnel to this and other party organs, which will later be
reflected in changes to personnel in China’s government, will be endorsed by
the party congress.
China has, of course, been
transformed by leaps and bounds within a single generation, which is why so
much global attention is focused on political goings-on in Beijing this week.
The country is now the second most powerful country in the world in economic
and military terms, and governing a nation of nearly 1.5 billion people (never
easy at the best of times) gets ever more complex….
On the face of it, the congress is a
high-profile summit of the Communist party’s great and good. The official task
of the 2,287 carefully screened delegates selected to attend this year’s event
is to ponder and approve new policies and elect the people who will lead China for
the next five years.
In reality, however, experts say this
year’s congress – the 19th since the party’s foundation in Shanghai in 1921 –
is all about one man: Xi Jinping...
Chinese President Xi Jinping on Wednesday stressed the
benefits of "socialism with Chinese characteristics" at the beginning
of the Communist Party's once-every-five-year Party Congress.
The president told the assembled
members of the party that his nation's prospects are bright, but it faces
severe challenges. He proceeded to lay out his vision for a socialist future.
"We will unite the Chinese
people of all ethnic groups and lead them to a decisive victory in building a
moderately prosperous society in all respects and in the drive to secure the
success of socialism with Chinese characteristics for a new era," he said,
according to a translation
from China Daily.
Xi touted the success of China in
recent years during the address, including what he characterized as
overwhelming momentum for his anti-corruption campaign.
Under Xi, Beijing has waged a
relentless fight against deep-rooted graft since assuming power five years ago,
with more than one million officials punished and dozens of former senior
officials jailed...
“No country can alone
address the many challenges facing mankind; no country can afford to retreat
into self-isolation,” Xi told the delegates, among them Buddhist monks, Olympic
medallists, farmers and at least one astronaut.
Xi set bold long-term goals
for China’s development, envisioning it as a “basically” modernised socialist
country by 2035, and a modern socialist “strong power” with leading influence
on the world stage by 2050.
But he signalled there
would be no significant political reforms, calling China’s system the broadest,
most genuine, and most effective way to safeguard the interests of the people.
Xi has overseen a sweeping
crackdown on civil society, locking up rights lawyers and dissidents and
tightening internet controls as he has sought to revitalise the Communist Party
and its place in contemporary China.
“We should not just mechanically copy the political systems of
other countries,” he said. “We must unwaveringly uphold and improve party
leadership and make the party still stronger.”
Xi praised
the party’s successes, particularly his high-profile anti-graft campaign, in
which more than a million officials have been punished and dozens of former
senior officials jailed, saying it would never end as corruption was the
“gravest threat” the party faces.
On
self-ruled Taiwan, claimed by Beijing as its own, Xi said China would never
allow the island to separate from China, adding that China would strive to
fully transform its armed forces into a world-class military by the mid-21st
century.
He
made no mention of neighbouring North Korea, which has angered Beijing with
repeated nuclear and ballistic missile tests in defiance of U.N. sanctions.
Pyongyang sent a congratulatory message ahead of the meeting.
Xi
has consolidated power swiftly since assuming the party leadership in 2012,
locking up rivals for corruption, restructuring the military and asserting
China’s rising might on the world stage.
Focus
at the congress will be on how Xi plans to use his expanded authority, and
moves to enable him to stay on in a leadership capacity after his second term
ends in 2022.
That could
include resurrecting the position of party chairman, a title that would put him
on par with Mao, the founding father of modern China.
“In
all aspects he is on the right track to be our next Chairman Mao,” Su
Shengcheng, a delegate from the northwestern province of Qinghai, told Reuters.
“He will lead the party and Central Committee to continue its way to success.”
As
with other major set-piece events in the capital, Beijing has been blanketed
with security in the run-up to the congress, with long queues of passengers at
some subway stations waiting to go through metal detectors and be patted down.
Large
red banners plastered around Beijing trumpet the congress, while censors have
stepped up already tight monitoring of the internet.
Tencent Holdings
Ltd’s WeChat, China’s top social media platform with more than 960 million
users, said late on Tuesday that “system maintenance” would render users unable
to alter profile pictures, nicknames and tag lines until month-end.

being out of touch with the people, placing undue emphasis on formality and

day, ladies, gentlemen, and friends. Sorry to have kept you waiting. I am very
happy to meet with you, friends of the press.
Yesterday,
the 18th CPC [Communist Party of China] National Congress victoriously
concluded.
During
these days, friends of the press have made lots of coverage on the congress and
conveyed China's voice in abundance to every country around the world. Everyone
has been very dedicated, professional and hardworking. For this, on behalf of
the Secretariat of the 18th Party Congress, I would like to express sincere
gratitude to you.
Just
now, we have conducted the first plenary meeting of the 18th CPC Central
Committee and elected the new central leadership organisation during the
meeting. The plenary meeting election has produced seven Standing Committee
members of the Political Bureau and elected me as the CPC General Secretary.

nation.
During
the civilisation and development process of more than 5,000 years, the Chinese
nation has made an indelible contribution to the civilisation and advancement
of mankind.
In the
modern era, our nation experienced constant hardship and difficulties. The
Chinese nation reached the most dangerous period. Since then, countless people
with lofty ideals to realise the great revival of the Chinese nation rose to
resist and fight, but failed one time after another.
Since
the founding of the CPC, we have united and led the people to advance and
struggle tenaciously, transforming the impoverished and backward Old China into
the New China that has become prosperous and strong gradually. The great
revival of the Chinese nation has demonstrated unprecedented bright prospects.
Our
responsibility is to unite and lead people of the entire party and of all
ethnic groups around the country while accepting the baton of history and
continuing to work for realising the great revival of the Chinese nation in
order to let the Chinese nation stand more firmly and powerfully among all
nations around the world and make a greater contribution to mankind.
This
great responsibility is the responsibility to the people. Our people are a
great people. During the long process of history, by relying on our own
diligence, courage and wisdom, Chinese people have opened up a good and beautiful
home where all ethnic groups live in harmony and fostered an excellent culture
that never fades.
Our
people love life and expect better education, more stable jobs, better income,
more reliable social security, medical care of a higher standard, more comfortable
living conditions, and a more beautiful environment.
They
hope that their children can grow up better, work better and live better.
People's yearning for a good and beautiful life is the goal for us to strive
for.
Every
bit of happiness in the world has to be created by diligent work and labour.
Our responsibility is to rally and lead the whole party and all of China's
ethnic groups and continue to emancipate our way of thinking, insist on reform
and opening up, further unleash and develop social productive forces, work hard
to resolve the difficulties faced by the masses in both production and life,
and steadfastly take the road of common prosperity.
This
is a major responsibility towards the party. Our party is a political party
that serves the people wholeheartedly. The party has led the people in scoring
accomplishments that capture the attention of the world. We have every reason
to be proud. However, we are proud but not complacent, and we will never rest
on our laurels.
In the
new situation, our party faces many severe challenges, and there are many

the prominent issues within the party; earnestly improves the party's work
style and maintains close ties with the people. So that our party will always
be the firm leadership core for advancing the cause of socialism with Chinese
characteristics.
It is
the people who create history. The masses are the real heroes. Our strength
comes from the people and masses. We deeply understand that the capability of
any individual is limited, but as long as we unite as one, there is no
difficulty that we cannot overcome. Individuals have limited time in work, but
there is no limit in serving the people wholeheartedly.
Our
responsibility is weightier than Mount Tai, and our journey ahead is long and
arduous. We must always be of one heart and mind with the people; share weal
and woe with the people; make concerted and hard effort with the people; attend
to our duties day and night with diligence; and strive to deliver a
satisfactory answer sheet to history and the people.
Friends
from the press, China needs to learn more about the world, and the world also
needs to learn more about China. I hope you will continue to make more efforts
and contributions to deepening the mutual understanding between China and the
countries of the world.

President Xi Jinping urges non-Communist parties to make joint efforts and cooperate with CPC for betterment of all.
BEIJING:
President Xi Jinping called on the country’s non-Communist parties to make
joint efforts with the Communist Party of China to work towards the great
rejuvenation of the Chinese nation.
Xi, also general-secretary of the CPC Central Committee, made
the remark at a symposium on Aug 30 with representatives of non-Communist
parties, the All-China Federation of Industry and Commerce and those without
party affiliation to collect advice and suggestions for the draft report to the
19th CPC National Congress.
A statement about the symposium was
released on Sunday.
The CPC will enhance cooperation with
all democratic parties, strengthen and develop a united front of patriotism,
collect the wisdom and capacity of the people from all walks of life, and
develop the creativity of the whole society to achieve the goal of national
rejuvenation, Xi said.
The meeting was also attended by Yu
Zhengsheng, Liu Yunshan and Wang Qishan, all members of the Standing Committee
of the Political Bureau of the CPC Central Committee.
During the symposium, Xi introduced
the process of how the draft report was made, and he expressed hope that the
non-Communist parties would speak freely over the draft.
From the beginning of the drafting
work, the CPC has aimed to produce a report that collects the wisdom of the
party, meets the demand of the people, has great guiding meanings for the
country’s development and has great influence over the international community,
Xi said.
The advice and suggestions raised at
the symposium were helpful in revising the draft report, and opinions from the
representatives will be researched and taken into consideration in the
revision, he added.
Xi said he hoped that the
non-Communist parties could strengthen their political consensus of maintaining
the leadership of the CPC and adhering to the path of socialism with Chinese
characteristics.
Leaders and representatives of the
non-Communist parties, the All-China Federation of Industry and Commerce and
those without party affiliation agreed that the CPC has made great achievements
in building socialism with Chinese characteristics in the past five years. —
